How do I connect my iPhone to my Apple TV under "Remote and Devices"

How do I connect my iPhone to my Apple TV under Remote and Devices? It won't find my iPhone. My Bluetooth is enabled, I'm on iOS 9.1, Why won't it show up? Anyone else have this issue?

Were you able to id sign in using your phone held near when last updating the OS?
