It seems as though that Safari is broken in iOS9. You can no longer get the "Open in ..." menu to appear to allow the launching of an App for registered file type. The easiest example of this is launching Numbers from Safari when the current page being displayed is a CSV file.
Now you can say that the app being launched is not configured properly, then I would ask why is it that using the iCloudDrive app and other similiar apps is it possible to launch the app.
Does someone have an explainiation of why Safari behaves differently then other applications such as the iCloudDrive, DropBox, the Mercury web browser, etc.
