First try a hard reset of your phone (hold the home and power buttons together until the screen switches off). If that doesn't fix it, you may have something stuck in your settings somewhere that Settings > General > Reset > Reset all Settings would fix.

i had the same problem (call menu unresponsive & iphone got hang if i use calling button) after updating ios9 in my iphone 5s. I also tried the hard reset & reset all in setting. But could not fix the problem. any further solutions Mr Max108 please.

The final step is to make an iTunes backup and then reset to "factory condition" with Settings > General > Reset > Erase all Content and Settings, and after that restoring from the iTunes backup.
