iPhoto had this. I thought this sort was to be added back with El Capitan. It was not. Sort by title is worthless as that is not set to anything.
Not every one wants their photos sorted by date.
Is there some secret way to do this?
A work-around I found is an Automator script to populate the title with the filename:

That workaround is as good as it gets - there is no way to get Photos app to natively sort by filename.

You could submit a feature request to give it a chance to get to the software engineers who could implement it. Use: http://bugreport.apple.com. That is the correct channel for feature requests.
