Can I submit to the app store using Xcode 7 GM

Sorry if this has been asked before. I want to test and fix (if needed) apps for iOS 9. Am I allowed to submit apps with the iOS SDK using Xcode 7?

But then can you beta test it externally? All I see is a greyed out button and "External testing is not supported for builds that have been created with a beta version of Xcode or iOS"
