How can i get in touch with App Review Team?

I tried to get in touch with the App Review Team to have their feedback/answer on the below issue, but they are unreachable unless the app is ready for reviewing while I won't be able to initiate the progress of development before getting an answer on this.


Is a pure skill-based game (that does not rely on chances) with real money rewarding classefied as a gambling by Apple?

as per the legal section of Apple policy stated below, there is examples of games that considered gambling, which must be licensed & operate in countries where gambling is not prohibited, while the games of skill is not mentioned.
It worths to be mentioned, the authority of jurisdiction where the company will be registered did not classify it as a gambling activity, considering the nature of the game that by all meaning does not rely on chances. So no gambling licensee is given to be provided.

Hope if someone could help or suggest how the Review Team could be reached.

Section 5.3.3 relates to the IAP (In-App-Purchase) integration policy for apps offering real money. While section 5.3.4 referring to the classification of apps that offer real money gaming, but was specifically for activities that are categorized under gambling, betting, poker or casino games while my game concept was not classified as a gambling establishment by the authority where it would be registered considering that it will be a skill-based game with money rewarding scheme that doesn’t rely on luck or chance.

In which case, you're done.


As you noted, contact w/review is only made when filing an appeal. There are no pre-reviews, app review isn't here, no one here can promise what app review will/won't accept reject. All you can expect are the opinions and anecdotes of other devs.


That said, I've no idea why you're even asking about gambling, unless of course there are details not yet revealed that make the question obvious.


In your case, it would seem that you're looking to pay people for an activity, which then becomes a discussion on what that activity is.

Again, if you could talk about what the app does, what the game is, etc., (*especially in that context), perhaps someone could speculate on the odds of it making it into the store.


Otherwise, and like the rest of us, you're left to run the review gauntlet and take your chances.

You can't.

And that's logical: Apple Review team needs to check on facts (your code) and not on declarations. Precheck is through careful reading of review guidelines.

Your app must be free:

Apps that offer real money gaming … must be free on the App Store.

How do you make money ?


Probably user has to pay something each time to use the game or to play one game ?

Depending on your business model, that could effectively be considered some form of gambling.


So when you submit the app, be very clear on those points, to avoid initial rejection.

Thank you for your feedback. Actually this is mainly the concept. I'm kinda surprised as no they can not specify things further that fallen into grey area. As the situation here is not a minor feature, but entire business model. In case it would be considered as a gambling, all the cost would be down the drain.

Have you the possibility to test with a small scale project (limited features set for the game itself). No marketing on this proto project, just a way to rreduce the review uncertainty by getting real feedback.

But I understand you have to put in place the payment scheme for the test, so it is a signicant effort anyway.

Final project could even have a different name.

Even if you could get in touch, you would not receive a pre review status.


So may be you should consider it another way.


The risk you identified is that your app be considered gambling.

In such a case, could you comply with gambling app requirement or niot ?

- which regions should be closed to sales ?

- what impact on business model as app must then be free ?

- other ?


If the answer is Yes, you could comply, then the risk is limited.

Otherwise it is effectively a bet you have to make, based on your best possible understanding of the guidelines.


Without more information on the future game, hard to be more specific.

In fact, I am Collaborating with games development studio that is gonna charge me on every single working hour. As You assumed, the entire payment system scheme should be applied as well as the game play itself to display/proof that it's a game of skill no chance.Doubtless, some features could be excluded as for a sample project, yet the high-risk would still be exist considering the cost roughly would be cut only by 20%.

The reason of my concern is that I would not be able to comply with their gambling app requirement as no gambling license would be issued by the authority (who don't classefied it under gambling) which is on the top of the requirements list to be submitted once the app is classefied as a gambling app. As a result, I would be forced to change the jurisdiction, then the real complexity would begin as I'm aware only for few jurisdictions that offer "gambling license" which cost tens of thousands. Eventhough, the listed countries within the Apple policy for a gambling app are only limited to 4.


so the options I have here either create a Sample project for pre-review, or consult a lawyer to clarify "the grey area" of Apple legal policy

I do not see how one would prove it is contest only.

Probably success is based on skill, speed, may be logical deduction or a combination.

I suupose there will be change to some initial conditions for each game and change in a random way (otherwise it would be possible for someone who succeeded once to repeat and win again… then bankrupting the business…)

And then, one should check if that would be considered sort of gambling.
