Is it possible not to have LaunchAgents folder?

Question

is it possible that macOS is missing /Library/LaunchAgents folder?

If so, what should I do to install a new agent during postinstall of the pkg installer?

Can I simply mkdir the folder?

/Library/LaunchAgents

is created by the base system install. If it’s not there, I’d fail the installation and tell the user that their system is broken.
