With 10.11 Beta (15A215h), I can not add a google email, or internet account, it just hangs at "select the apps you want to use with this account"

You seem to be still on Public Beta 1 (15A215h). There have been 3 more since then (we're now on Public Beta 4).
You should find that updating will fix some of the issues you currently having. If you don't see the updates in the App Store, then you need to open the Terminal App and copy-paste the following long command in to fix the calalog problem you must have:
sudo softwareupdate --set-catalog https://swscan.apple.com/content/catalogs/others/index-10.11beta-10.11-10.10-10.9-mountainlion-lion-snowleopard-leopard.merged-1.sucatalog.gz
