The guidelines have changed.

The reference cited above (before any edits) is outdated. ( "such as in this previous thread: App rejected due to guideline 3.2.2")

You would have to make this consistent with the current guidelines which now include:

3.1.1 ......Apps may enable gifting of items that are eligible for in-app purchase to others. Such gifts may only be refunded to the original purchaser and may not be exchanged.

In your case, that gift (one month free) would have to be available as an IAP by itself.

Isn't that a real world service that Uber is offering - not a subscription that unlocks code in the app or provides content used in the app? If what you want to do is provide a real world service for a month then you can do that even before you reach some abstract "level of partnership" with Apple.
