Do we need any special approval to work with the exposure notification framework?

We just saw Xode11.5 beta and our team is wondering whether there are any special permissions need to get working on this immediately? We'd like to get something out and in to our community next week. If you are questioning the urgency - look out your window.

Apple's APIs will only be able to be used by verified public health apps from public health authorities around the world. Apps must meet specific criteria around privacy, security, and data control. Apps will be able to access a list of beacons provided by users confirmed as positive for COVID-19 who have opted in to sharing them, but no personally identifiable information is included.
