Can I use Apple Enterprise account to deploy the application to volunteers?

I will develop an iOS application for a company whose users will be company staff and volunteers. I'm wondering if it's legal to use the Apple Enterprise account to deploy the application to the employees of the company and also the volunteers?

How many volunteers are you talking about? How many employees?

Volunteers are not considered employees of a company. Have you considered using Custom Apps for this use case? It seems like it would be a good fit here. You can leverage the App Store and all of App Store Connect's features, while also distributing privately to other organizations.
