Binary Rejected . How to resolve it

Dear all. When I submit my app, I recieved this message, and my app was rejected.

2. 1 Performance: App Completeness

3. 2.0 Business: Other Business Model Issues

Althought I tried to explain many many times, but the result I got, are the sames.

I don't know how to resolve it.

Can you help me!

My goodness, that is a fairly abrupt and short message. Usually App Review provides more information to help the developer, and anyone the developer asks for help, understand what deficiencies they found. I am surprised they gave you such a short response.
