We developping below application and it can contact to general user disaster message.

Thsi application can change role operator and listner.
Our application can select Usual mode and Emergency mode from operator side.
Operator can select Emergency mode and Usual mode.
When operator select Emergency, Though listner select silent mode but the notification voice can
hear from listner iphone.
It will be usefull for Japanese Disater and Municipality.
Our Company spread user and Municipality more.
And I want know above site apple policy really affect of our system or another method is Exist.
According to above site, it should be one time action(tap) and can receive push notification.
But when disaster occur, it will miss receiving push notification from Municipality.
I want know another method is exist to get Voice message from Municipality when using silent mode.
