I have a live iPad application on App Store but due to layout & content change, I had to create a new project for iPhone so my quest is how can I submit the iPhone App to App Store with the same name? Is this possible to submit for review the iPhone App with the same name?

Unfortunately, it is not possible to do this at this time. A common approach to this is putting either "iPhone" or "iPad" in your name and leveraging the subtitle field for additional information, but it is not possible for two App Store listings to have the same name.

As Chuck says, not possible in your example. I get it that layouts can present challenges, but in your case with iPhone/iPad, if they do the same thing, App Review might push back and recommend you make one 'Universal' app that supports both.
Suggest you work towards a universal app by posting your layout issues so that someone here can maybe help you meet that goal.
