Option Available for private distribution .... not available

Hello, I have an app published in the apple store, but I had to upload a new version of this app, the support rejected it and said that I would have to change the form of distribution to "Private Distribution". However, this option within my panel is not available. I've already checked the paid and free contracts and I'm all normal. Besides know how to solve this problem?
