Cannot enroll for Enterprise / Developer Account

Hello All,


When using Apple Developer on my iPad, I am getting this message "Enrollment through the Apple Developer app is not available for the country/region associate with your Apple ID. Enroll on the web


When I do enrollment on web in Safari (ipad) or Windows comoputer. I am getting this message


Your enrollment could not be completed.

Your enrollment in the Apple Developer Program could not be completed at this time.


My apple ID belongs to Canada, I confirmed on my iPad, iTunes and on web. All are showing my country/region as Canada. I have same billing and shipping address, a verified payment method.


Any idea what I am missing. I am getting this message 4-5 weeks but no luck? Please suggest any solution.
