Sign in with Apple in iOS 12?

For April 1st deadline for Apple Sign In, do we need to target all iOS versions, or just 13? We need 100% clarity on compliance requirement and whether rolling out the feature on iOS app for customers that are running iOS 13 is acceptable

Not just acceptable, 'rolling out SIw/A' is mandated with iOS 13.
