Uploading an App in App Store.

Hello. Hope you are doing well. I have developed a mobile application by Appcelerator Titanium. Now I want to upload that application in the App Store. What should I do now? How should I pay for it? I tried to enroll in developers.apple.com but I wan not allowed. There was written "We encourage you to use the free resources below to refine your coding skills". Can you help me please? I should place my app in App Store very soon.
