I cannot enroll Apple Developer Program from vietnam

Please help as I contacted Apple Support but all they have been telling me is to use another method of payment. I used two credits with my name but I cannot enroll sucessfully

Can you be more specific about your issue? I had an issue recently with the browser displaying "We are unable to process your request." And I fixed it by updating my all of my apple id info so that it is up-to-date. Probably, Apple detected some inconsistency with my apple id, and in fact, they were right. My phone number and trusted device were outdated.
