I have a relatively simple (functional and deployed internally) ios app that I want to enable catalyst. I checked the box and it made some changes. I noticed this right away:

I clicked the try again button... it fails. I went to the developer portal and tried to manually create it. I got this:

Click next and get this:

I go to the ios existing ios identifier and try to turn on the "mac" capability and get this:

Is this entire process broken? What do I do at this point?
Running 10.15.2 with Xcode 11.3. App deployment target is 13.2.
