Yes, you can re-add removed devices after a reset. Conditions apply for resets themselved, tho. See 'Resetting Your Device List Annually' here: https://developer.apple.com/support/account/

Ok, I reset the devices but the UI is weird and I thought I was removing the selected devices but it was otherwise. So now I have all the same devices and the worst thing is that the Reset button is not available. How can I Reset the devices again?

Doesn't appear you read the info at that link. In addition to other important admonitions noted there, resets can only be done once a year.
Please be more careful is all anyone can say at this point. Yes, sometimes the UI on the backend is confusing. Don't act unless you're clear on the process. Ask here if you need clarification. Searching is advised, just don't trust older info to be current. I tried to warn you, same as the docs. Slow down pls...

I read the info at that link, the UI is confusing indeed. But the worst thing is that 1 click per year, is a nonsense, almost useless.
