Default User Template Creation Catalina

I am trying to create a default user template in Catalina using the scrpits I have used in the past and everything seems to be working except for I am geting error with the keychain. I have disable SIP and still continue to get errors. Has the process changed in Catlina create and or modify the default user profile template?

Me and my coworker found another location that stores some default user preferences in Catalina : /Library/User Template/Non_Localized/
And some attempt to clear the Library folder in that location as well as clearing /Library/User\ Template/Library/ appears to resolve the Keychain folder permission error.
