lipois not part of the OS, it’s part of Xcode . Poking around in the various Xcode versions on my system, I see that
-archsis not supported in Xcode 9.4 but is supported in Xcode 10.3. My guess is that this was added in Xcode 10.0.

 Strictly speaking,
/usr/bin/lipois installed by the OS, but it’s a trampoline that effectively bounces to
xcrun lipo. You can find the final location using
xcrun -f lipo.
I interpreted your question to be strictly about macOS installations. So I looked at the command line tools. There, you don't have any choice about what version you get and it is tied directly to the operating system.
