I've downloaded Xcode11 and it was missing simulators for 12.3, 12.4 & 13.1. Following various tips has not helped and I finally wiped it off my system and redownloaded. No help.
Yesterday iPadOS and iOS 13.1 were released to the public. Still no simulators?
W/Xcode 11.1 GM (11A1027) Seed I see 12.2 & 13.1 sims, phone & ipad
Sim: Version 11.1 (SimulatorApp-912.1 SimulatorKit-570.3 CoreSimulator-681.5.4)

Still no news about an iPadOS 13 simulator in Xcode ?
It's very annoying beause I need to test my App on this OS version since it's the one used by the people who make the review of my App when I submit it on the Apple Store.
fwiw, it seems Xcode 11.2.1 has brought back simulators for iOS 13.0 and 13.1!
