IOS and iPad OS mismatch of release dates?

If IOS 13 is released today (Sep 19) but IpadOS 13 isn't released until Sep 30, will there not be huge numbers of people who have both devices, and do the "upgrade" of their Reminders, causing them to fail on their iPad?


And if iPadOS isn't released until the 30th, it will presumable be 13.1, so why is there still a 13.0 beta 8 available?


Just a bit confused.

With today's release of iOS 13, isn't the assumption that -all- devices, not just phones, will be able to update today?
