Update app for iOS 13 but not Sign In with Apple

Are developers able to submit app updates using the iOS 13 SDK (Xcode 11) that don't include Sign In with Apple if the app has social sign-in with Facebook and Google? I know that at some point it will be required.

So for example:

Can I push an update that adds support for iOS 13's Dark Mode without adding support for Sign In with Apple (and my app has social sign-in))?

According to the Sign In with Apple announcement page, the feature will be required for all new apps (previously unsubmitted to the App Store) and must be integrated by existing apps no later than April 2020.

So if your app already exists on the app store, you have until April to integrate Sign In with Apple.
