Xcode compatibility between Mac OS 10.12.6 & ios 12.3.1?

Please help. I simply want to use network link conditioner on my iphone. I am using a MBP early 2015 running OS 10.12.6. My iphone 7 is running ios 12.3.1 I just downloaded, after much tribulation xcode 8.3.3, found the devices section and clicked on my iphone. However it says that 12.3.1 may not be supported by this version of xcode. I'm assuming it's not as the "developer"option does not show up under settings on my iphone. Maybe I'm missing something? I have no idea what most of the developer jargon is. Can someone please help me figure out if there is an xcode version that is compatible with both my current Mac OS and the version of my iphone? If this doesn't exist, can you point me in the direction of what I need to download? I am on very limited data and the less I have to download the better! Thank You!

See if this download will give you a version of network link conditioner you can use:

Additional Tools for Xcode 8.1.dmg

Note that macOS 10.12.6 can run max Xcode 9.2, BTW

Basically, there is no current Xcode that will work on your mac and know what to do with your phone.

Otherwise...

- Xcode version vs. macOS version is broken out at the Xcode wiki.

- Don't expect older xcode to be able to build to a device that is on a newer iOS.

- In order to test an app on a device running iOS 12.1, you should be using the latest Xcode 10.3

I didn't find Xcode version vs. macOS versions broken out at the Xcode wiki.

xcodereleases.com has this info. The message forum won't let me hotlink it.
