Is that possible to transfer apps which are in Pre-Order status? I want to start Pre-Order soon but planning to simultaneously transfer apps.

Has at least one version already been made available in/released to the Store? Being a pre-order sounds like the answer is no, in which case it does not meet the requirements for app transfer.
