Are iOS 13 trusted certificate requirements to apply to HTTPS requests from iOS Apps to devices?

Our iOS App is communicating to 3rd party devices we can not control the certificates.
Is there a methodology via plist file or programmatically to allow same permissions as iOS12? Or turn off specific requirements?
