Contacts framework not available on iPad Swift playgrounds

I am trying to use the Contacts framework in iPad Swift Playgrounds. When I import Contacts, I get an error that says the module does not exist. W hat do I need to do to be able to use the Contacts Framework on iPad Swift Playgrounds?
