Do media data atoms get deleted when a .mov file is deleted?

Hello. I am trying to recover some deleted .mov files from an external drive. I was able to find the files but due to the fragmented nature of mov files some of them freeze and playback beyond that point is not possible.

I read online, that mov files atoms or media data is removed once a mov file is deleted, so reconstructing the video file is not possible.

I may have misunderstood im fairly new to all this. So is it possible that I can recover these "corrupted" files? They still have the original file size and length. I also checked them on a hex editor and there seems to be information in there
