I have the same issue..

Hopefully it's a Catalina beta issue and not my drive getting faulty.. 🙂

I am seeing this with files I trash from Desktop and Documents--i.e, synced with iCloud. The workaround has been to toggle iCloud Drive off and on. Then the nonexistent file(s) in the Trash disappears.

With this in mind, I'm also taking some care to only use my main machine, with Mojave, to trash such files.
