My application has rejected several times and now I am getting following message
We found that your app is not appropriate for the World storefront because it is a custom app designed specifically for Saudi Irrigation Organization, whose users are in Saudi Arabia.
At this time, Saudi Arabia is not part of the Volume Purchase Program.
How to resolve it any suggestion?

Assuming your business intention was to distribute in that manner, without a change to the program that includes SA, I don't see a route going forward that applies to that app as designed.
Perhaps you could work as an in-house consultant for SIO, helping them to obtain and distribute internally via Apple's Developer Enterprise Program account.
Otherwise, feel free to make an enhancement request for changes you'd like to see in the future via the bug reporter/(suggestions) link below, adding your report # to your thread for reference.
If that wasn't your intention, file an appeal and ask why they brought it up.

I notice that App Review stated
"At this time, Saudi Arabia is not part of the Volume Purchase Program."
Perhaps if you removed the app from the Volume Purchase Program it would work.
How I can remove removed my app from the Volume Purchase Program ?
