My app has rejected and showing Issue "Your app is not appropriate for the World storefront"

Dear Folks,


My app has rejected several times and showing this issue "Your app is not appropriate for the World storefront because it is a custom app designed specifically for your Organization (SIO) whose users are in Saudi Arabia. At this time, Saudi Arabia is not part of the Volume Purchase Program."


Any idea how to resolve this issue and why it has occurred?
