Native access to Creative Commons web material

Will Apple allow an iOS app if the main purpose of the app is to display (natively, on iOS) the video material provided by a 3rd party on a web site under Creative Commons license? Are there any examples of an app that already does that?

Of course, I will comply with all the requirements of the 3rd party's license.

I'm thinking not simple repackaging of the material, but providing features that will make consumption of this material easier/more natural on an iOS device.

Thank you.

Call it whatever you like, but it's still repacked content. If that's all the app does, my opinion is that it won't get very far.

If your main goal is to honestly make that content easier to consume, work with that site, instead. I'm sure they'd appreciate your interest and support.
