Using business name as a "seller name"

I have a business name that are using for contacting people in social media and business events. My legal name differs from business name. But business name is short version of my full legal name.

Is there a way to use business name as a "seller name" in AppStore. For example: my legal name is "Andrej Sokolov" and business name that is usedin public relations is a short version of it as "Andrew Sokol".

No. You can only use your full legal name. If you want to have some other name, then you will have to create a legal entity with that name. That legal entity can then open an Apple developer account. You will need documentation to prove the legal entity exists.
