Internal business payment for apple notification.

I am developing an app for client who will manage restaurant owners. There is a payment integration for restaurant owners to gain special features like sending push notification to customers. The payment will be done on official site. However, as apple states that it is not approved to monetize built in feature like push notification from users. But we are not taking it from the users, so will apple allow it?
