change ownership of account

Hi,


I'm from Italy, I already have an active individual membership without adding my bank account and just one free app which is not yet submited for review, I don't want to use this account anymore, so I want to change the ownership of my account and the app to one of my friends in Canada so he wouldn't pay another 100$, he wants to distribute apps which have in app purchase with his bank account (in Canada). Is this possible? how should I do that?

The account belongs to the name on the credit card used to purchase it with and is not transferable.

You can transfer apps between accounts, but again, you cannot transfer/change account ownership.
