Push Notification Issue

I could not get push notification on my iPhone X (ios 12.2) on updating pass. However, I get it when I update pass on iPhone 8, iPhone8+, and iPhone 5s

However the pass updates on iPhone X as well. I just do not get the notification.

Please let me know why don't I get push notifications in iOS 12.3 specifically? I have a blocker here.
