The ASRGs state:

Apps may use in-app purchase currencies to enable customers to “tip” digital content providers in the app.

Gernerally speaking, digital content is any content that exists in the form of digital data vs. real-world goods/services. In anIAP context that content is expected to be digital/not real-world.

Digital content can range from artwork, to music, to e-sports advice to a video that demonstrates how to grow onions. It is a long list, capped only by one's imagination, and Apple's guidelines.
