I've built many iOS apps and macOS apps, but this is the first macOS app I'm trying to put into the App Store. Using Xcode 10.1, I'm trying to upload a build of my app, letting Xcode manage all the signing, but it's not working. It reports "No Mac App Distribution certificate found for "<my company>.", and then offers a checkbox for generating a Mac App Distribution certificate. I did that, but I get this error anyway.
If I look in my account, it appears I have the certs. But there's a non-specific warning that says "You are not allowed to perform this operation," which is BS because I'm the only one on the account (I'm the Team Agent, and therefore have full privileges).
I've tried contacting the Apple Developer Program support, and they've verified that I have a developer cert, but pretty much told me I'm on my own with this, to contact other support resources.
