Is UDP live streaming not allowed according to Guideline 2.5.7?

Guideline 2.5.7 on App Store Review Guidelines states that:

2.5.7 Video streaming content over a cellular network longer than 10 minutes must use HTTP Live Streaming and include a baseline 192 kbps HTTP Live stream.

My iOS app requires video and audio live streaming from a server over UDP due to latency issues with TCP. The stream is originally coming from a personal security camera channelled through a central server to the iPhone app. The user may view the live stream for any amount of time. Am I forced to resort to TCP (HLS)?
