Why we could not create the Developer ID Application for kext after Apple has granted our request?

We have requested for the kext certification, and apple have already granted 9/19/2018,

and our Team Agents has request a new Developer ID Application signing identity 10/9/2018,

but the OID 1.2.840.113635.100.6.1.18 is not in the new certificate.

What should our Team Agent do to crete the Developer ID with OID 1.2.840.113635.100.6.1.18? Thanks.
