Can I develop Apple TV App to download my videos in tvOS?

I am an iOS App Developer and new in Apple TV App development. Can I develop and publish Apple TV App to download videos? I will keep my already downloaded videos in my server. This Apple tv app will allows to download those videos in the Apple TV(tvOS). Is Apple will allow to publish this TV App in Apple TV Store? is there any restrictions? I want to know this before this app development. Any help please Thanks in advance!
