Excessive bandwidth usage by AppleTV 4K!

I have multiple customers complaining about excessive bandwidth usage since they have upgraded to AppleTV 4K version.

Specifically, even though their AppleTV is in "sleep" status, Comcast/Xfinity (Cable modem provider) is claiming 90% of 1TB monthly data cap has been used in as little as a week.
This seems to be happening to a lot of people and the anecdotal belief is that unless you force-quite AppleTV apps they are still streaming data even in sleep mode.

Does anyone have experience with this? Is there a bug in the tvOS that is causing apps to continue to stream data 24x7 even when the user is not actually viewing/using the device?
I know this isn't strictly a developer issue, but anyone developing a streaming video or OTT (over-the-top) application for tvOS might be seeing this with their customers.
