Unable to download Xcode 10.1

I did set up a virtual machine, running Mojave 10.14.2b2.


I then tried to download Xcode 10.1. After asking me for identification in the Mac App store, and confirmating it via two factor identification, I get the message "Purchase failed".


Any advice?
