Why won't Xcode 10 install on my MacOS 10.14.1?

As I was updating my system from the AppStore, I was offered Xcode 10, which I accepted. After Mojave was installed, I still have Xcode 9.4.1 and the AppStore says I'm up to date. If I go to developer.apple.com and find the Xcode 10 page, a button says "Open", but it opens Xcode 9. Any idea where the inconsistency resides?

When I go to Apple's Xcode page, there's a Download button. Clicking it asks me to sign in. When I sign in, it takes me to the Downloads page, where Xcode 10.1 is the first listing in the Release Software section.

If you see no Download button, go to the following URL to access the developer downloads:

https://developer.apple.com/download/

Well, although I had tried all the things you mentioned several times, you must have sprinkled magic ***** dust on the URL link. Xcode 10.1 seems to be downloading now. Several times today I brought up App Store, and it kept insisting I was up to date on everything. Now it lists Pages, Numbers, Keynote & iMovie, as well as Xcode, as needing updates.

Thanks for your response.
