You can download the installer package from <https://developer.apple.com/download/more/> and install it that way.

I am having the same issue and cannot figure out what to do.

As Ken has said, download the "Command line tools for Xcode" from https://developer.apple.com/download/more/

@ October 2020 is "version 12"
I downloaded the developer tools installer package (CommandLineToolsforXcode_12.dmg), but the package will not install. Nothing apparently happens when clicking the downloaded package. I was able to install Xcode (12.0.1), but not developer tools. Any hints to get this solved is appreciated.
The problem occurred about a week ago. Worked before that. What is the solution?
Is the problem on Apple's server?
Installing from <https://developer.apple.com/download/more/> is not suitable for many users in my company due to login requirements.
As Ken has said, download the "Command line tools for Xcode" from https://developer.apple.com/download/more/

That worked for me.
