I wanted to know how do I beta test my app without sending it in for review and distribution. I just want to beta test before submitting it.

If you are asking about others testing for you, start here: https://developer.apple.com/testflight/
Note that a review is only required for distribution to external testers.
If you are asking how to test on your own device, see Xcode Help (assumes you have a paid Developer Program account...if not, speak up).
