A client of ours want to enroll in the Enterprise Program, but to do so it is mandatory to enable two-factor authentication. Problem is you need an iPhone or Mac to enable 2FA, and they don't have any.
They did enable two-step verification, but that is something else.
Is there any way to enroll in the Enterprise Program when you don't have an iPhone?

Edit: of course we have iPhones (where our client has not), but they are already linked to an Apple ID with 2FA, and I don't think it's possible to link the new Apple ID to it.
